Much vaunted changes to the WRC regulations have failed to materialise following the World Motor Sport Council's latest meeting in China.
Under a push by promoters, the powerstage would have moved to a controversial shootout while the running order, based on championship positions, would have extended from the first day to the opening two days of competition.
There was also a motion to outlaw in-car split times for crews however the FIA rejected all proposals.
Instead the only amendments to the sporting regulations will see a seven-minute penalty levied to crews missing a stage, extended from five minutes.
Meanwhile a WRC team will be allowed a one day test for each competition it nominates with Group N4 cars renamed R4, in an amendment applied globally.
